Under general supervision of the Program Director at the UCLA Area Service Center (ASC), California Newborn Screening Program (NBS), the Newborn Screening Program Specialist is a highly skilled health care data specialist interested in health education and outreach with a background in pediatrics and/or maternal child health. The NBS Specialist will provide both data support to ASC operations as well as will participate in direct case management activities and client contact with NBS providers, facilities, pediatricians and families. The NBS Specialist maintains an accurate Access Database and will provide queries and reports as required by the program logistics on a quarterly and annual basis and as needed. The Program Specialist will create individual reports and educational materials on NBS activities on area facilities utilizing data from the State Information System (SIS), Microsoft Business Intelligence data base (BI/PEP reports), Access Database (data on diagnosed cases, early collection, inadequate and incomplete referrals etc.). Required Quarterly and Annual data report presentation style may vary depending on ASC need. Maintain ASC web page at UCLA Health/DGSM site with support from Pediatrics IT. Develop charts using Microsoft Excel, PowerPoint and other statistical software. Create and meet deadlines for ASC Newsletters (4/year). The NBS Specialist will provide client follow up of incomplete, inadequate or early NBS specimens, missed NBS specimens, Not Obtained specimens and those born outside of a hospital setting and referred to the Newborn Screening Program for follow up. Optional follow-up for hemoglobin variants, and TPN referrals will also be managed. The Specialist may eventually provide direct case management of stable non-urgent positive NBS referrals when fully immersed in the NBS program. Participate in facility site visits and educational events with other ASC staff. Participate in developing annual QI/Education plan and prepare quarterly and annual progress reports. Monitor NBS practices in assigned facilities (to be assigned when candidate fully immersed in the NBS Program) and provide monthly, quarterly and annual feedback to facilities, ASC management and CDPH. Provide technical consultation on Newborn Screening practices to providers and assigned facilities as needed. Provide on-call weekend coverage when fully emerged into the NBS as backup to Coordinators/PD. Participates in the development and implementation of annual education plan and state QI projects.
Qualifications
Required Skills, knowledge, and abilities:
1. Minimum two years of recent experience in Public Health or Maternal/Child health.
2. Applicant/staff must possess a Master's Degree in Public Health, Health Education or a related field.
3. Ability to use computer equipment, office software (Word, Excel, PowerPoint, Outlook, Access etc.) and experience in charting or case management.
4. Applicant/staff must possess a valid CA driver's license and a registered and insured vehicle for operation to and from mandated site visits in Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties.
5. Ability to fly/travel to and from GDSP All-staff State Annual Meetings and stay overnight in a hotel as required.
6. Ability to work on-call over weekends and/or holidays on occasion as assigned as backup.
7. Self directed with ability to work independently while collaborating with an interdisciplinary team. Client/customer service focused, ability to effectively interact with pediatricians, clinics, specialty care centers and families. Excellent written and oral communication required. Skilled in office automation procedures.
Preferred Skills, knowledge, and abilities:
1. Experience handling/completing referrals to state agencies for pediatric providers and or hospital unit.
2. Ability to complete data charts in excel or other statistical software.
3. Capable to lead meetings with presentation with minimal supervision. Comfortable with public speaking.
4. Prior public health experience or knowledge of maternal child health agencies.
5. Team leadership experience.
6. Ability to communicate to and work with clinicians, families and other state agencies for patient care.
7. Case management/utilization management, health education and/or discharge planning experience a plus. Knowledge of CCS desired. Bi-lingual/Spanish a plus.
