Job Description and Duties

Under the general direction of the Maintenance Manager I in the Maintenance Support unit, the Caltrans Maintenance Area Superintendent District Utility Manager directs the development of utility management practices and policies that advocate the efficient use of water, electric, propane and natural gas resources. The District Utility Manager shall be responsible for the efficient operation of the District’s Remote Control Irrigation Systems (RICS), organizing the entire district’s landscape irrigation scheduling and other duties as required to achieve maximum water conservation for the State of California. The District Utility Manager shall manage the District’s utility energy accounts with electric, propane and natural gas for accuracy of usage and ensure usage conservation is practiced as applicable. The District Utility Manager shall assist the District Hazardous Materials (Hazmat) Manager as necessary as a Hazmat Specialist. The position assignment may be subject to rotation, changes in work shift, work hours and work days, overtime and may require field work and travel on short notice.

The District Utility Manager shall possess a valid California Driver’s License – Class C. The District Utility Manager shall possess the following certificates from the State Regional Water Control Board: Water Distribution Operator Grade D2 and/or Water Treatment Operator Grade T2. These certificates can be acquired after appointment. The District Utility Manager shall possess a Hazmat Specialist Certificate from the state Cal OES. This certificate can be acquired after appointment. A Back-flow Inspector Certification issued by the State Regional Water Quality Control Board is desirable.

Working Conditions

This position is located at 1604 South B Street, Stockton, Ca 95206, San Joaquin County

This is a Limited Term position which may be extended to 24 months or become permanent. 

The District Utility Manager may/will be exposed to long exposure to computers, various lighting conditions, stand or sit for prolonged periods. Wear and use all required personal safety equipment. Fieldwork is required where exposure to high-speed traffic will occur. The District Utility Manager must follow all policies, procedures and safe working practices. Overtime work may be required.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
